If you get 0V in one reading but accurate circuit voltage in other reading, the fuse is blown, and your radiator fan is damaged. If you get 0V in both readings, then it means you have not grounded the black probe properly.

Resistance Method

Step 1:

First, you will have to turn off your car’s engine. And also, remove the key from the ignition.

If you have an old model multimeter, then set it to resistance or ohms. If you have an auto-ranging multimeter, then you don’t have to fix it.
